Cops sulk over ‘bias’ in salary upgrade

KOLKATA, 30 JUNE: A section of officers of Kolkata Police has alleged that the state is partially implementing the recommendations made in the Revision of Pay and Allowance (ROPA) depriving a large section of the force.
The resentment came out in the open after the commissioner of city police recently announced an upgrade in the pay scale of promotee Deputy Commissioners of police from pre-revised pay scale No. 16 to 17, recommended in ROPA Volume-II, depriving the inspectors, sub-inspectors and sergeants. This deprivation, however, has been continuing since the Left Front regime.
The ROPA, Volume-II report points out “department-wise recommendations on the issues set forth in the Government Resolution No 6021-F dated 28.8.2008.” A large section of police force feels that they have been deprived of increment as recommendations made in the ROPA have not been not implemented in the state.
Recently, the commissioner of city police in order to ensure parity between the pay scale of Additional Superintendent of police of West Bengal police and the promotee Deputy Commissioner of Kolkata police, upgraded the pay scale of the latter from scale no. 16 (Rs. 8000-275-13,500) to 17 (Rs.10,000-325-15525).
This was a huge setback for inspectors, sub-inspectors and sergeants of the Kolkata police for whom higher pay has been recommended in the ROPA. 
At present, a sub-inspector is paid according to pre-revision pay scale number 10. But the ROPA report states: “Taking into account the duties and responsibilities and long hours of work, we are of the view that sub-inspectors of police deserve an upgrade in pay-scale. We, accordingly, recommended pre-revision scale number 13 for them.” 
According to the report, the posts of inspector in West Bengal and Kolkata police are 100 per cent promotional posts from the ranks of sub-inspector and sergeant. Inspectors are at present on pre-revision scale number 14. “In our opinion, the inspector deserves a higher pay scale considering his job content, duties and responsibilities. We accordingly recommend pre-revision scale number 15 for inspector. The same pay scale will be applicable to armed police inspectors as well,” states the report. 
A senior officer of the city police said: "The commissioner should raise the issue with the home department. It is against the precedence to implement recommendations of ROPA partially. The state should consider the plight of the police officers who are engaged in law and order duties. ROPA recommended the upgrade considering the duties and responsibilities of inspectors, SI and sergeants."
