Prime Minister Narendra Modi on Tuesday said he was “pained” by the violent protests in Karnataka and Tamil Nadu over the Cauvery water sharing issue and noted that the situation was “distressful”.
“Situation that has emerged in Karnataka and Tamil Nadu, as a fallout of issue of distribution of waters of Cauvery River, is distressful,” PM Modi tweeted.
“Violence cannot provide a solution to any problem. In a democracy, solutions are found through restraint and mutual dialogue. I am personally pained at the developments,” he added.

Modi stressed that the arson and violence was hurting the poor and the country.
“The violence and arson seen in the last two days is only causing loss to the poor, and to our nation&’s property. This dispute can only be solved within the legal ambit. Breaking the law is not a viable alternative,” he said.
“Whenever the country has faced adverse circumstances, the people of Karnataka and Tamil Nadu, just like people across the country have always handled the situation with sensitivity,” he added.
Modi further appealed to the people to maintain peace.
"I appeal to the people of the two states, to display sensitivity, and also keep in mind their civic responsibilities. I trust you will keep national interest and nation building above all else and give priority to restraint, harmony, and finding a solution, eschewing violence, destruction and arson," he said further.
An uneasy calm prevailed on Tuesday in Bengaluru, where one person was killed in police firing on Monday night and curfew is in force in 16 sensitive localities.
Violent protests have broken out in the two southern states following the Supreme Court&’s Sep 5 order directing Karnataka to release 15,000 cusec of Cauvery river water to Tamil Nadu for next 10 days to meet the demand of the summer crop in the state.
